Preston was granted city status over a decade ago. Despite its best efforts, the failure to deliver the much trumpeted Tithebarn development project, and the simple refusal of Preston's Lancashire neighbours to accept it as an economic hub for the county, leaves its future in a questionable position. What can England's newest city do to live up to its city billing, and can Lancashire prosper without a city hub?

Panellists will discuss and take questions from the audience.

Panel:
Peter Rankin,
Preston City Leader
Andrew Carter, Centre for Cities
Rob Binns, Mars IT
Norman Tenray, Obas UK
