A £45m adult skills fund has formally transferred to the Lancashire Combined County Authority (CCA).

The devolution of the funding from government to the CCA will enabls funding decisions to be made locally and shaped around the needs of communities and businesses across the county.

The LCCA says it will 'open up new opportunities for residents to gain skills, access training and progress into work'.

Early plans include increased investment in learning linked to Lancashire's priority sectors, alongside greater support for young adults and residents who are currently out of work.

Matthew Salter, chairman of the LCCA's skills advisory board, said: "Adult skills programmes open doors and give a chance to people who are held back because they don't have the right qualification or need to gain confidence or workplace skills to take the next step in life.

"Taking control means we can focus on the skills Lancashire employers need, and target support to residents – those in the 19-24 age range, those who are economically inactive, and to priority sectors in the Industrial Strategy and Lancashire Growth Plan.

"This is about more than courses and qualifications. It is about helping the people across the LCCA area reach their potential and building a strong and resilient Lancashire."

Lisa O'Loughlin, principal of East Lancashire Learning Group and chair of the Lancashire Skills and Employment Partnership Panel, said: "We welcome the devolution of adult skills funding in Lancashire and the opportunity that this has provided to work collaboratively on a local strategic skills plan and define local priorities to maximise impact for residents and businesses.

"The colleges and provider network are committed to working in partnership with the LCCA and to collaborating to better coordinate provision across the area, and to work with partners to help residents progress on their skills and employment journeys."

As well as support delivered through colleges and adult learning providers, a new community grants programme has been set up to help community organisations reach residents who may not traditionally take part in education and training.

The programme is designed to support people who are furthest from the labour market, helping them build confidence, develop new skills and take their first steps towards employment, further learning or volunteering opportunities.

The LCCA has also introduced a range of local funding flexibilities for residents to access training and gain the skills needed to succeed in a changing economy.
