Breck reveals £80m brownfield affordable housing pipeline in Merseyside

Preston property developer Breck is continuing to progress the development of five brownfield sites across Liverpool and Knowsley.

The move will represent a total of around 375 new affordable homes and an investment in excess of £80m in the region’s affordable housing supply.

Through its affordable housing arm, Breck Homes, the company commenced initial site preparation works this month for the development of 53 affordable homes at the former Fold Hill pet food factory at Sandy Lane, Fazakerley, with construction set to begin in spring 2026.

Breck signed contracts with registered affordable housing provider, Torus, in December 2025 after gaining a resolution to grant planning permission in June 2025.

In addition, Breck submitted a planning application in recent weeks to redevelop the vacant former Valeo Foods site at Edge Lane in Liverpool into a new community of 69 affordable homes and a new public garden.

It is also awaiting planning decisions for three further affordable developments: 35 one-to-three-bedroom homes at Pilch Lane, Roby; 81 new homes at the former Huyton Cricket and Bowling Club, as well as 136 new affordable homes at Southdean Road, Huyton.

Phil Dolan, North West managing director at Breck Homes, said: “Redeveloping brownfield land into high-quality housing developments creates whole new communities and gives local people and families new homes they can truly be proud of.

 “The Liverpool area has strong availability of brownfield land, a growing affordable housing need and pro-active local authorities who understand the importance of affordable housing.

“These developments will also support the employment of an estimated 1,300 people, generate an estimated £2m for local infrastructure improvements, such as schools, and improve open space, leisure and sport facilities.

“We’re looking forward to progressing construction at Sandy Lane, on behalf of Torus, and working with Liverpool City and Knowsley Metropolitan Borough Councils along with consultees and stakeholders to secure positive planning outcomes on the four other schemes which we are awaiting decisions.

“These will deliver much needed affordable homes for local people and offer wider economic and regeneration benefits to both local planning authorities.”

Lancashire-headquartered Breck was established in 2020 and its Breck Homes division has become one of the fastest-growing affordable housing developers in the North West.

It works with partners such as Places for People, Progress Housing Group, Aspire Housing, Jigsaw, Great Places, Torus and LIVV Housing Group. Breck has delivered more than 1,000 new homes since its inception and has a pipeline of over 2,000 homes in development across the North.

It comes after Lancashire Business View reported last year that Breck had appointed an experienced managing director for the North West division of its affordable homes arm, Breck Homes.

Philip Dolan joined Breck Homes from Anwyl Homes, where he spent nine years in senior positions including North West managing director and, most recently, chief operating officer, overseeing a team of 250 staff.
